so I was wondering if you could use this as a commander in EDH as its a legendary creature. But then it has the ability to become a plains walker at the same time

Since the Origins planeswalkers start out as legendary creatures, you can use them as your commander.

{Chandra, Fire of Kaladesh}
{Jace, Vryn's Prodigy}
{Kytheon, Hero of Akros}
{Liliana, Heretical Healer}
{Nissa, Vastwood Seer}

As all are 1-3 mana, they can also be used as Tiny Leaders. I think Jace could pretty powerful as mill leader.

Of course. Tiny leaders is a format that has 50 card decks, with a commander, and all cards have mana cost 3 or less.
