Inspired by the lockout combo of {knowledge pool} + {Teferi, Mage of zhalfir}
If your opponents can't cast spells, loads of draw won't kill you.
But then I decided I can hurt you in more ways then just for drawing the card, for those lifegain decks. I decided to be the government and let you pay for acquiring, owning, and getting rid of cards.
For acquiring we have our commander, {Nekusar the mind razer}.
As we are a greedy government we will speed up your acquiring as well. Next to Nekusar, we have {howling mine} and {font of mythos} for a solid 5 cards drawn each turn.
Since we wouldn't want that consumism to go to waste, we add {price of knowledge}.
And don't think you can do with your fancy spells as you please: should the combo above fail, there is always our couple {kaervek, the merciless} with {forced fruitation} who will demand tribute for even trying to cast a spell.
Tutors will make sure that our tax system will go as we wish.
Then, I had some leftover card slots. I figured to toss in the golden gluttony wincon: {hive mind} + {enter the infinite}.
If Teferi and price are on the field, that's death by upkeep. (Unless you had twice as much life as cards left in your library).
For a win on the spot, we can even resort to {laboratory maniac} + {alhamarets archive} before casting infinite, or Maniac + any wheel effect.
You don't want Maniac? Fine, as long as my graveyard contains more cards then my hand, we can sac {elixir of immortality} and then give {jace's archivist} a spin...
Options, options, options.
To make things extra redundant I also put in a minor mill/discard theme, for the people running {venser's journal}.
Once the yards fill up, we can let loose our lhurgoyfs: {mortivore} and {slag fiend} for example. With the right amount of wipes these things can become huge.
Should the populace rebel and all else fails, there's shields to hide behind.
{energy field} locks out every damage, until a card hits my yard. Let's make sure THAT doesn't happen, with {yawghmoth's agenda}.

{waste not} is nice, however not entirely in theme with this one.
I try to let the other players keep the cards and punish for that. Should that not work, phase two just kicks in with {megrim} and {liliana's caress}. I think that kills hard. With either one, or a triggered ascension, you are pretty much dead with 20 cards. Likely less with all the other tax hitting you.
EDIT: {lightning greaves} out, {fate unraveler} in. I still have {neurok stealth suit} for instant shroud, and not too much benefit from haste.
EDIT2: {blood chief ascension} should have been an auto-include. For now {diabolic tutor} went out. Not set on that yet, though.
