War tax is the best imo because it survive being killed for the alpha strike... you just in response make then have to pay 5 or 6 mana per creature. All the other propogandas have no effect when they're dead.
{island sanctuary} is triggered from the moment you skip your draw, up to the next.
Granted, doesn't stop islandwalk or flying, but it's easier on your mana.
Tfw: a 58 cent card almost makes you want to play legacy. I gotta get me some of those.
