It looks almost the same, but they are definitely not the same.
There is an uncanny resemblance. I don't know when exactly things are designed, but you can count on it that even before the announcement of the set, work has been done on that set.

According to MaRo they are developing each set roughly 2 years in advance
Pretty sure it has to be further out than that, {Ghostfire} looks like a direct shoutout to Dragons and it came out in 2007.
Ghost fire also came out in Time Spiral Block, which involved the past, the present, the future, things that may yet to be, and things that will never happen...
Ghost fire just happened to foreshadow Tarkir in a roundabout way
