Nope. The draw is replaced before the triggered event happens. {niv-mizzet, the firemind} would trigger on the replaced draws, since you draw a card instead of your opponent.
That's what I thought. So why is it a staple in nekusar EDH?

Not so much for damage, but for card advantage I think.
Nekusar lets each player draw 2, meaning every turn you will draw 1, and 2 on your own turn, while your opponents only draw one.
A lot of the competitive decks I've seen have moved away from Notion Thief, as it accomplishes the exact opposite of what the deck is trying to do...
