In my mono black sidisi edh deck can I imprint a silence (white) onto an isochron scepter and be legally allowed to cast the copy?
No. You can't have {Silence} in your deck at all since it doesn't match your commander's colors.
{isochron scepter} exiles from hand, so you'd need to have the card in your deck, and as Griffin said, you can't because it's not in your commanders color identity.
Now, if someone ELSE imprints Silence on a Scepter and then it ends up under your control, yes, because the scepter's ability doesn't care what type of mana is spent, and you're casting the copy without paying it's mana cost at all.
Alright this poses another question then. Can I have a card that has a split colour mana cost like creakwood liege in a mono black edh?

No, as far as EDH is concerned it's B/W. Same idea goes for {Warden of the First Tree}, it's Abzan.
However Extort isn't coloured as the symbol is in the reminder text.

In EDH you start out with the color identity of your commander.
This is any colors in the mana cost, and any colors in the rules text.
{Sidisi, Brood Tyrant} is {B}{U}{G} for example.
{Alesha, Who Smiles at Death} {R}{B}{W}, because of the hybrid mana cost in the ability.
Any card that has a color in casting cost or rules text that is not in your commander's identity, cannot be in your deck. Reminder text (between parentheses) is not included though. (So you can extort in a monoblack deck).
