Can someone please explain the relation of {Amulet of Vigor} and {Simic Growth Chamber}?

My opponent:
T1: Forest + Vigor

Me:
T1: {Stomping Ground}

Opponent:
T2: {Simic Growth Chamber}, comes in untapped cause of Vigor, then taps for {G}{U} then bounces growth chamber. He plays {Summer Bloom} and then throws out chamber untapped, taps for {G}{U}, bounces it and does this until he has {G}{G}{G}{U}{U}{U} and tosses out {Primeval Titan}. He fetches {Slayer's Stronghold} and {Boros Garrison}. The Garrison comes in untapped due to vigor. He taps garrison for Slayer's Stronghold and gives the titan +2/+0 and haste. Swings for 8 on turn 2 and fetches 2 more land. 

Sooooo, is this legit?! I don't understand how he can tap the duals for mana before bouncing a land.

Yes it's legit. Welcome to Amulet Bloom. I'm sure somebody else can explain better but basically the {Amulet of Vigor} causes a trigger that he stacks so it happens before the return clause, then he taps it between the triggers resolving (as it's a mana ability so he can do so whenever)

The really disgusting thing is if they've got more than one Amulet they get multiple untaps so they can get more mana.

So note that amulet is not making anything enter untapped. It's untapping things once they enter tapped. And both amulet and the bounce lands bounce trigger actually trigger at the same time. It's only because you can stack the triggers that allows you to untap (and then tap) the land before the bounce trigger resolves.

And don't worry I fully expect {summer bloom}'s banning. Deck won't be finished but it won't be as powerful.
