If i exiled, lets say, {Doom blade} with {Kaho, Minamo Historian}. But i have a {Training grounds} on the field does that make me unable to play said {Doom Blade}? Or is {Training grounds} a "may" ability?

It's not "you may", but it is "up to". So you could pay (1) or (2) mana to cast {Doom Blade}.

Aha! I was thinking that the wording "up to" just implied its cap.
Thanks Jester :)
