They could easily get in trouble with WotC for doing that. There is nothing in the rules that allows a store to prevent a player for leaving for whatever reason. In fact, for our drafts, the floor judge explicitly stated that you COULD drop at any time if you like the cards in hand.

This basically means you get banned from the store. Not that they will take legal action against you. This is perfectly fine and allowed under WOTC but still gives people a real reason not to drop from these events because of somethIng stupid like that. It's worked so far, so I'd expect it to continue to work

Yea the store can definitely do this. They can't actually touch your dci number, but they certainly have the right to make dropping=banning.

I'd find a new shop for a Goyf.
My shop doesn't have pooled rares for mm2. I asked why and he figured it would be a problem if people dropped when they pulled something good, and that's no fun, so he charged a little more and did prize packs.
