{martial law} is a colored spell that becomes an enchantment with a triggered ability. That ability can totally target Emmy. Just the same as {royal assassin} can kill an Emmy tapped by {puppet strings}

"Protection from colored spells" means that Emrakul can't be the target of colored spells (including colored Aura spells) or of abilities whose sources are colored spells (such as the "when you cast" ability of an Ulamog, the Infinite Gyre that's been turned red by Painter's Servant). It also means that all damage that would be dealt to Emrakul by colored spells is prevented. Like every protection ability, it works only while Emrakul is on the battlefield.
Just throwing it out there, {Intrepid Hero} is really good against Emmy ;D

You CAN, however, {Oblivion Ring} him; it targets as an enchantment, not a spell. Check the wording, mon frère
okay.. so you cant target Emmy with something as you cast it. but if its a permanent its no longer a spell and its abililities can target the Emmy. is that correct?

Totally correct. Only permanent that can't affect Emmy is an aura, as it targets while it's cast. If you switch one without targeting ({crown of the ages}), it sticks.
