My opponent uses the ultimate ability on {Domri Rade}, getting an emblem... I play {Sway of the Stars}, does it get rid of the emblem?
If not, is there any way to get rid of an emblem?
No, it doesn't stop the emblem because the ultimate is an activated ability on the stack. {stifle} or {voidslime} could counter it in response, but it'll still happen. To your second question, emblems exist in the command zone and to this date there are no spells or abilities that target/destroy emblems.
However, {Karn, Liberated} restarting the game gets rid of emblems because, well, it's a new game, as does {shahrazad}
Mind you, when you finish the subgame, and go back to the main game, I believe any emblems that were in play before the subgame, would still be in play after it.

After the subgame you continue the game, so board state of the original game would be unaffected.
