Is {Mind Spring} competitive in modern? For a control deck?
The problem is there's no reason to play it over {Sphinxs Revelation}
It is sorcery speed so it is not that good. Sphynx is an instant, so you can tap out at the end of your oppenent's turn. Which is a ton better.

But I'm doing an Izzet control thing with no white. Any Izzet substitutions?
{Blue Sun's Zenith} costs 1 more but is instant speed, which is important for control decks.

An eternal format (cards don't rotate) in which you can use any card from 8th Edition forward. Has a ban list.
If you're a pure control deck {Think Twice} is an option but if you want more of an X spell the Blue Sun is your best bet

Technically not eternal. Eternal formats include all cards from supplementary products. Modern doesn't. As such, Modern is just a non-rotating format.

Correct. Only cards in supplementary products are Modern legal if they have already been released in a Modern legal set

You can't compare Jace's Ingenuity in this Standard format to Mind Spring because Mind Spring isn't in the same format. With that logic, I could say that Jace's Ingenuity is much better in this Standard than {Sphinx's Revelation}. It's nonsensical because Sphinx's Rev isn't in this Standard, and so we don't know for sure how good it would be if it was.
I'm not arguing that Mind Spring would be better than Jace's Ingenuity, but we can't be certain because no one can test it against Ingenuity in Standard.
Let's forget about formats and straight up compare.
{Jace's Ingenuity} draws three cards for {3}{U}{U}
{Mind Spring} draws {X} cards for {X}{U}{U}
Technically speaking they are the same value for mana, however {Jace's Ingenuity} is instant speed. Which is worth about {1} ({Divination} vs {Weave Fate} for reference). However there's the flexibility of an {X} cost spell.
See {Searing Spear} vs say, {Volcanic Geyser}
All in all the mana efficiency is close to equal. (Leaning a bit towards {Mind Spring}. The debate would really be instant vs sorcery and if your deck is able to take advantage of the {X} cost.
IMO in a control/tempo shell {Jace's Ingenuity} wins. In a {U}/{G} shell {Mind Spring} wins. But honestly they both have better options.
