Melek and chemister are both too weak to play in modern
I'd suggest {Young Pyromancer}, {Snapcaster Mage} more counterspells and {Electrolize}.
Something like,
-3 {Mercurial Chemister}
-2 {Melek, Izzet Paragon}
-2 {Epic Experiment} you've gotta be building the deck around it for it to really work.
-2 {Divination} it's not a very good card. I don't even play it in standard.
-3 {Steam Augury} I'd run {Fact or Fiction}. Up to you.
-2 {Mystic Retrieval} {Snapcaster Mage} is strictly better.
-3 {Fireball} it's not very good.
+4 {Young Pyromancer} he's that good.
+4 {Snapcaster Mage}
+2 {Electrolyze}
4 {Cryptic Command}
Something like that. {Deprive} and {Familiar's Ruse} are options too.
Also your mana base needs an upgrade. If you add {Deprive} one or two {Halimar Depths} could be nice. Otherwise {Scalding Tarn}, {Steam Vents} and get rid of the guild gates.

You can also copy their counter spells to make your stuff resolve. It's really such a versatile spell. There's also {Twincast}.
Updated! Thank you everyone for the feedback. I was having a lot of trouble building this deck. And try to keep the budget down please :). And the reason I have 2 {Melek, Izzet Paragon} is just for the gimmick
I still recommend against {Fireball} and {Mind Swipe}. They don't synergies with Melek as x will be 0 and they're just not very good. A playset of {Rune Snag} could be nice.

Also Melek isn't competitive at all. Replace him with {Delver of Secrets}
IMO -2 {Fireball} -3 {Mindswipe} +4 {Rune Snag} +1 {Mana Leak}.
{Counterflux} is also AWESOME. I run 4 in my Jeskai control deck.
