if I cast say  {Pact of the Titan} And it doesn't resolve do I still have to pay for it next turn?

If it gets countered you do not have to pay.

I was more asking if I use  {Nivmagus Elemental} To exile it.

I feel like this is counter bait. Play spells that you know will draw a counter, then exile us spell in response.

To explain why:
The part demanding the cost is part of the spell itself. You'll notice it doesn't say that you have to do it AS AN EXTRA CASTING COST. If it says that you would still have to pay, but since it doesn't it's fine. Very straightforward.
