From gatherer rulings:
You cast the cards one at a time as Villainous Wealth is resolving, choosing modes, targets, and so on. The last card you cast will be the first one to resolve. Ignore timing restrictions based on the cards' types. Other timing restrictions, such as "Cast [this card] only during combat," must be followed.

Wealth only gives you permission to cast while it's resolving - after it's done resolving there's nothing allowing you to cast those spells.

Once wealth resolves, you may cast any number of those spells.
Lands are not cast.

Incorrect. The spells are cast (added to the stack) as part of Wealth's resolution. They can't resolve until Wealth is done resolving, but they're definitely added to the stack before it's done.
