If I have an {Icefall Regent} in play and my opponent {Heroes Downfalls} for 5 mana can I {Disdainful Stroke} the Downfall?

Nope. The converted mana cost is what's printed on the card. That cost is increased by the regents ability, but that only influences the total cost, not the converted mana cost.
