If I have a {Blood Moon} in play, I play a {Sandstone Needle}, does it comes into play with 2 counters and tapped? If my blood moon leaves play, what happen to my sandstone needle?

{Blood Moon} would turn {Sandstone Needle} into a Mountain that would indeed enter tapped with 2 counters. Should {Blood Moon} leave play, the {Sandstone Needle} with revert back to the normal card, and then there will be a state based check, looking for counters. If they are still there, the Needle will stay on the field.

Just as a note, the Needle only checks if there are counters when you resolve the mana ability. If you have no counters without the ability resolving, you just won't be able to do anything with it.
