Title: silumgar's scorn

If I played a {dragonlord ojutai} and they went to counter, and I used {silumgar's scorn} would it be a pay {1} or hard counter? (Assuming no dragons in hand)

Unless you control a dragon, they have to pay an additional {1}
Since ojutai is still in the process of being cast, he isn't on the battlefield under your control
