With {Narset the enlightened master}'s activated ability, let's say {white sun's zenith} is exiled am I able to cast it and pay (x) for the tokens in addition to casting it for free? Just wondering how the (x) cc would work in this situation.

I dont think you're able to rebound that spell. It says to shuffle back in, so that would override the rebound.
Cast it anyway. Better to shuffle it back in and receive nothing than to have it remain in exile

Though irrevelant to legendary Narset, this is correct. Rebound states "instead of moving to the graveyard", so spells that exile themselves during resolution, or like the Zeniths get shuffled in the library, will never go to the yard, so the replacement effect will never exile them to cast on next upkeep.

Not that it too relevant here but {narset, enlightened master} ability is a triggered ability not activated.
