Doubt it. Skyrim is extremely complex, so much so that even on the advanced systems it uses, it is still extremely glitchy. The best you can do is probably Infinity Blade.

I don't mean exactly Skyrim, I just want like an IOS equivalent. Open world fantasy.

Then try infinity blade. Not exactly open world, but very expansive and based on your choices.

Other than that I have no idea.
