I'm not sure what you're asking. Both those creatures gain the tap ability of {Splinter Twin}. There's nothing really ambiguous about it.
I think he may mean two {Pestermite}/ {Deceiver Exarch}

Even then, it doesn't do anything that one Splinter Twin/ pestermite would do.
Maybe he means if both players have a splinter twin combo assembled can one of them get through.

The non-active player has to choose when to stop the infinite combo. The active player will get 1 through assuming there are no other creatures with blocking capabilities.

So in theory the person who gets the combo off first during their combat step will eventually win with no other creatures or effects happening

I think he has a misunderstanding of tapping it to put two copies of that creature on the field
