Title: merciless executioner

so I cast {merciless executioner}, he resolves, enters the battlefield and his ability goes on the stack(?). Can I respond with {harsh sustenance} to deal damage to my opponent before executioners ability resolves?

Yep. It acts just like any other ETB. Priority has to pass before it gets resolved.
