Title: My "casual" format

im working on a "casual" format. I want to encourage janky things (like {shahrazad} on a {panoptic mirror}) and still have really good decks, (Like t3 blightsteel would be ok, but not t1 with haste) but not have it be have force of will or die. (Removal maybe, like swords, path, bolt, etc)

Right now the ban list is power and ante. What needs to be banned to do the above?

Attitude. Janky combos only. Pitch out enablers for things like {Jeskai Ascendancy} and Bloom Titan. Evaluate based on decks not cards.

I still want competitive decks though.
Like with my shahrazad deck, I want to throw it out t2-3 on panoptic mirror, then follow up with something to win on turn 4-5 (if that even counts as turn 4-5)

Basically, I want slow vintage with more cards.

Well I can't really help as I don't play Vintage. Again it sounds like a deck by deck thing not a card by card thing.

You can allow anything you want - but I doubt you'll find anyone playing a card like {Symbol Status} when they can just as easily build a deck involving {Karn Liberated}. The two aren't really on the same power level even remotely.

never heard of shredder.
Shredder is competitive casual. All cards except ante and in sets are legal
