I wouldn't say the LOW on TCG is the cash value.
For a majority of cards its a bit lower than the mid for sure, however in eternal formats there are quite a bit of cards that their cash value is the same as their trade value due to rarity/desirability.
Technically, Popper can price these however he wants. However, most people buy at low. (Just so you know Popper.)
Personally I would just never buy at medium because I know I can buy on ebay for lower then tcg low
