Title: Sacrifice a creature

if I turn up jeering instigator as a morph and gain control of opponents creature.  Can I then play collateral damage to sacrifice that creature ?

Sure can. A bit simpler with {act of treason} and {collateral damage}. Take control. Swing. After damage sac.

With Jeering you get a creature in the same slot through 😉
