Sure can. Cards can be dashed from command zone. Note that the commander text will be applied no matter which cost is used.

Would the commander tax apply when he times out from the dash ability? And would you have to pay the tax as part of the dash cost
Part of being able to cast it from the command zone is the tax. The tax doesn't care which cost you're using, only that it's being cast in some way. Since you're casting it from the command zone (even with Dash), the tax applies and will still increase.

At end of turn he is returned to hand, not command. As long as you keep dashing from hand, no tax is required. If he gets killed, goes back to command, then tax is required.
