Sure. Loyalty abilities are activated abilities.
Would the loyalty counters still be removed? I think they would, as the "cost" of casting that ability, but I'm not positive

The number before the ability is the cost and activating the ability causes you to add or remove that many counters, regardless if the ability resolves or not.
