Can you use legendary creatures as commanders if they are uncommon?

You sure can. The commander rule doesn't specify rarity.

Of course.  EDH only cares that it's legendary, not what rarity it is.

Man, there's certainly some ripoff cards out there, but I don't think I've ever seen a vanilla 5/5 for 7cmc. 2 colors at that!!
