Yea 4x. Otherwise youll often find yourself with a hand full of protection and pumps with no creature to put it on.

Bump. Here's a basic list, however most don't run Elspeth. That's a weird addition in this list. Anyway, most U/W heroic decks look roughly like this, and are pretty darn cheap to build. The idea is to pump up a creature or two with combat tricks and ordeals, protect them cheap spells, and crush face through evasion.

Dissolve dissipate and elspeth all seem really really out of place
