I guess it could work. Cascade once and you theoretically have a board full of creatures.

But Leylines is a deck that is proven to win. This is based off of a casual combo article written like 8 or 9 years ago

Yes its based off an old article, and it uses tap lands. But they're sort of essential for clearing my opponents lands with restore balance. This is my first foray into legacy, and at $20 for the deck, its not going to win every game. But any constructive advice is most welcome

I think you have a very strange definition of proven to win...
On topic, this deck is slow and just bad. You hve little control off of what comes off of any given chain of cascades, and your essentially banking on your opponent having no meaningful interaction.
By proven to win I mean I've seen it do amazingly on many occasions.
