I can use {Garruk, Caller of Beasts} to put out a god like {Nylea, God of the Hunt} Since the God cards are creatures every where except on the battlefield if they don't have enough devotion. Is my thinking correct?

Correct. In all zones other than the field, devotion doesn't matter and it's always a legendary enchantment creature card.
