Can {cage of hands} bounce back up to a players hand from the graveyard? I don't believe so, but the other player disagreed.
Also, he would like to know if he can pay the cost to return it to my hand.
Cage of hands can only enchant a creature on the battlefield. When a "creature" is in the graveyard it is actually a creature card, and so since this says "enchant creature," this can't enchant it.
Only you can pay the activation cost on your permanent unless it says otherwise (example to follow in a minute).
Edit: An example of something any player can activate is {Oona's Prowler} since it says so on the card.

702.5a Enchant is a static ability, written "Enchant [object or player]." The enchant ability restricts what an Aura spell can target and what an Aura can enchant.
108.2a In the text of spells or abilities, the term "card" is used only to refer to a card that's not on the battlefield or on the stack, such as a creature card in a player's hand. For more information, see section 4, "Zones."
These two together are why you can't return a creature from the graveyard, since it is actually a creature card and can't be targeted by the aura.
