Straight from Matt Taback's (rules manager) Tumblr:
"Is there any rule that you wish to change but haven't had the opportunity?
Well there are some changes in the pipeline. Not everything is put into the first available set."
What do you guys think it is? What could they be changing?
Bring back mana burn!!!
And combat damage using the stack!

Mana burn is ok but damage using the stack doesn't make sense

i bet its just small things like "base power and toughness", i doubt anything significant is coming soon.

That's the way it used to be...

But they changed it because it didn't make sense.

I bet they're gonna make morph use the stack
I don't think so or else they would have done so when they rerelease morphs

"Not everything is done in the first available set" was the direct quote, that means the first available set..being Khans, meaning that they could change the rules in the second one.
I think that probably meant they wouldn't change it as soon as they could , they'd change it as soon as it would be relevant
I love the idea of bringing back damage on the stack. Honestly, it makes more sense than the "everything sort of happens at the same time, except sometimes it doesn't with certain abilities that are worded in certain ways."

Yeah good point. Never thought of that. Maybe they're going to make Buried a thing once again
but thats not really changing the rules, just the wording. cards with "buried" still exist, they have just been erratted to "destroyed and cant be regenerated."

Rule changes... hmmm. Maybe they're gonna change some rulings with commanders, such as making the command zone a reachable thing. Perhaps it's gonna be a change to combat infinite combos
Your ahead, barely. Stop while you can.
A lot of the time, it's just updating old rules, which they don't often do until it becomes relevant. Take a look at Delve. It used to be a cost reduction, but now it's a form of mana payment. 'First Set' just means they don't change it in the very next set after they've okayed the change, but when it makes sense.
Rules update is going to be shortcutting names of Planeswalkers so that "Ugin, the Spirit Dragon" can say "Ugin deals 3 damage to target creature or player"
Or change the penalty for not revealing Morph cards once the match is over. Many many match loses have been handed out for what everyone can basically agree is stupid.

I can see {AWOL} being black boarder if this happens. What do you do with permanents removed from the Command Zone?
Touching the Command Zone is bad for the game. I do not recommend this course of action

That's the penalty for not revealing at the end of a game?!?

If you do not reveal morph cards at the end of the game, you get a game loss. No debating it. No asking your opponent what punishment should be. Game loss.
Oh, you said match loss. Game loss is still overly harsh but I was very surprised at match loss.

Yeah. Wrong terminology. Game loss.

That's not even a Rules problem, that's a templating standard.
As for the not revealing Morph, remember that also applies whenever it would leave the battlefield, too. And it's only in place to keep people from cheating and playing, say, an Island, as a 2/2 Facedown. It's already one of the most broken cards in the game, we don't have to make it crazier.
