Thinking about making an {arcanis the omnipotent} edh deck

Anyone got suggestions?  I have literally none of the cards... Probably

What theme you wana go for? If combo is something that interests you I would choose {azami lady of the scrolls} as the commander, lots of bad @$$ wizards out there in the multiverse

I'm thinking about sticking with arcanis because
1: he's a badass
2: he's a badass
And 3: I feel like he's got some hidden potential

I don't exactly know what I'm going for, but it will include countering spells, and turtoring out big mommas

So expanding on this, are there any good ramp/tutors/board wipes for blue?

Best thing you can probably do is look at other people's list and take from each what you like.

{Dreamscape Artist} is a personal favorite.  Turn those extra cards you don't actually need in to {Harrow}s.

{Spellbook}: Keep all your cards for a {0} mana investment.
{Reliquary Tower}: keep all your cards for a land that would probably have been basic anyways.
{Psychosis Crawler}: Kill everyone.

I'm sure there are more gems hidden in my Infinity Draw deck if you want to dig it up. (It's headed by {Niv-Mizzet, the Firemind})

There is a lot of instants costing two or less in there so an {isochron scepter} wouldn't hurt.

It really depends on what you are running. Don't run non-basics for the sake of running non-basics (that's a mistake I made with my Blue EDH deck), make sure there is a reason for each non-basic. Here are some ideas though: {Academy Ruins}, {Boseiju, Who Shelters All}, {Cephalid Coliseum}, Fetches (for the shuffle effect, if you run SDT or {Brainstorm}), {Ghost Quarter}, {Halimar Depths}, {Dust Bowl}, {Nykthos, Shrine to Nyx}, {Oboro, Palace in the Clouds}, {Reliquary Tower}, {Seat of the Synod}, {Minamo, School at Water's Edge} and {Tectonic Edge}

{Thassa, God of the Sea} Mono blue, even with very little creatures the unblockable is fantastic.
I might be blind but {Omniscience}?
{Vedalken Orrery} cause instant speed everything and you're playing blue.
{Phyrexian Ingester} it's a staple in my books.

Counter magic out the wazoo. I highly suggest the bounce and catch method. For example,

{Dissolve} stops almost anything. But what if you tapped out or something? Well then!

{Disperse} so you can catch on its way back out. It also really allows you to play like you have a counter if you bounce something nasty and save mana.

On that note, {Peel From Reality} + {Archeomancer} is an infinite combo. Seven mana, but if you have {Omniscience} out that's infinite bounce. Even without {Omniscience} I've had it (and similar double bounce spells) used as to lock down my commander multiple times.
