No. Errata states "target", and u can't target hexproof.

702.11b (http://imtgapp.com/forum/index.php?action=imtg;area=rule;number=702.11b): "Hexproof" on a permanent means "This permanent can't be the target of spells or abilities your opponents control."

however it cant be target of spels your opponent control. you control the spell here

no because the ability requires targets. note that there only has to be one legal target total to activate since it doesnt say "another target creature." so if {diaochan, artful beauty} has hexproof, you can activate the ability, and target your opponents {tarmagoyf} even if goyf is the only other nonhexproof creature on the field. your opponent will then be forced to also target {tarmagoyf}.

edit: sorry you would need shroud on diaochan mickeven is right you control tbe ability.

You're missing the point particle. YOU control diochans ability. Not your opponent. So hexproof is irrelevant.
