No.
But it can save an untapped permanet from going to the graveyard
Think of anything that has a tap ability you can not use it if it is in your graveyard.

A card is only a permanent when it's on the battlefield. There are no permanents in the graveyard, just cards, so Retraction Helix has nothing there it can target.

It can do lot of other cool stuff though, like smack him with infinite casts of {ornithopter} when used on {midnight guard}

this does nothing unless you have {jeskai ascsndency} or {purphoros, god of the forge} or something along those lines.

i dont think jeskai ascendency works here. ornitopter is a creature
{golem foundry} is a nice one. If you wanna use jeskai, take {fountain of youth} instead.
