Basically, it's commander, with 50 card decks, 25 life, and all cards are CMC 3 or less. Seems interesting, I'm definitely going to build a deck. This format is for 1v1.

Nope, but there are a few, like {Thopter Foundry}. Basically, its a more competitive and less broken EDH.
Sounds like a very good {derevi, empyrial tactician} deck exists.

Just legendaries, but the three color pairs that dont have 3 drop legendaries can still be played, your commander is just a vanilla 2/2.
I think it's important to consider the commander ban lists for what they are: these rules are made for competitive play. EDH began casually and continues to be a bastion of house rulsey/ low key gaming. In these environments Derevi, Edric, Erayo, Rafallos, et al are still widely accepted.
Azusa seems broken... As does Marath...
