This is a budget Nekusar deck, I am trying to keep it under $100. (Explains the all basic land base.) The deck might be over $100 if you added it all up, but I either had the items or traded for them, so I won't include them in the total cost. This is a deck that hope to upgrade slowly but surely, also, if you have any big items on here, let me know!

Also, the deck is running something of a Zero Mana Counter/Re-direct sub theme. Hopefully going to get a {Pact of Negation} and a {Force of Will} for it in the near future.

Also, run the artifact lands (e.g, seat of the synod) because trinket Mage grabs 'em
It's a good start for the deck. I'd get rid of the {Forced Fruition}, as it's a double edge sword. Sure, they may take damage from drawing, but they may draw into something that could kill you.
Also, with only 4 red permanents, {Kederekt Parasite} is rarely active. I'd cut him

I would consider {Dream Halls}. Even though it does let your opponents take advantage of it, you can simply start flying through all of your {Wheel of Fortune} cards and win rather quickly.

Dream Halls just seems like a busted card.
Jaces phantasm should be a {Dragon Mage}
Never mind just saw it
{Dream Halls} can blow up in your face too. You've gotta be careful. It's practically a group hug card unless you can combo out.

Now that I have the deck, I'm going to start on the land base. Do you guys have any suggestions as to the non-basics (besides fetches shocks etc.) that should go in the deck? Utility lands etc.
{Volrath's Stronghold}, {Crypt of Agadeem}, {Cabal Coffers}, {Riptide Laboratory}, {Urborg, Tomb of Yawgmoth} may be pushing the budget a bit, or a lot, but they're really good. Less expensive utility includes {Desolate Lighthouse}, {Nephalia Drownyard}, {Rix Maadi, Dungeon Palace}, {Lavaclaw Reaches}, {Creeping Tar Pit}
{reliquary tower} is cheap and should be in nekusar.

{Cavern of Souls} naming wizard. Makes about half of your creatures uncounterable
Spellbook, vensers journal, and reliquary tower should all be in this deck...
