Plus {Kiora's Follower}, if you want a true lockdown. Keep in mind two things:

1.) {elite Arcanist} has to tap to cast the spell, so you need an untap option if you want to lock out both instants and main phase casts.
2.) Players can respond to the activated ability of {Elite Arcanist}, and respond once {Silence} is on the stack.

Why would you need to cast it twice? {silence} doesn't prevent your opponent from responding with instants, and untapping him and doing the ability again still won't prevent them from responding with instants.

the untap is just so that you can use it during both your and your opponents turns

I agree with DC that the artifact has the plus of being less easily removed. 1 damage can be done pretty easily. However, especially in EDH, running both would be best.
