I would drop either the smuggler or lawkeeper for snapcaster. I'd say you could drop one land for an extra paladin or dignitary.

You may want 1 or 2 {Mimic Vat}s to combo with the dignitary.

You should check out {sagemasters} USA perma thief thread here in standard. It might give you a good idea on how to build it.
Also I'm my opinion, if you're going the USA route {zealous conscripts} is a must and {tyrant of discord} is just plain silly. Muahhahaa!
