Let's say I have {Howling Mine} untapped at the start of my draw step and the card I draw for my turn is a card with Miracle, ie {Reforge the Soul}. Can I order the triggers in the order I want, such as putting the Miracle trigger on top of {Howling Mine}'s trigger so I can draw 8 cards instead of 7?

Howling Mine
10/4/2004: If Howling Mine leaves the battlefield before it resolves, then the last known tap or untap state of the card is used for resolution.
10/4/2004: It does not trigger at all if this is tapped at the start of the draw step, and it checks this again on resolution.
10/4/2004: The additional draw is separate from any other draw during your draw step. It happens when the triggered ability resolves.
4/15/2013: The triggered ability is put onto the stack after you have already drawn your card for the turn.
Miracle
You can reveal and cast a card with miracle on any turn, not just your own, if it's the first card you've drawn that turn.
You cast the card with miracle during the resolution of the triggered ability. Ignore any timing restrictions based on the card's type.
It's important to reveal a card with miracle before it is mixed with the other cards in your hand.

Okay, so if I'm understanding your question correctly, the answer is "no, you don't get to choose the order of drawing for turn first then drawing from howling mine. You HAVE to."

Yes, you can stack the Miracle Trigger and the Howling Mine Trigger in any way you choose. Both have triggered since the last time a player had priority, so you get to place them on the stack in any order you choose, even though they were trigger by different events (Drawing the card with Miracle and the start of the Draw Step)
603.3b If multiple abilities have triggered since the last time a player received priority, each player, in APNAP order, puts triggered abilities he or she controls on the stack in any order he or she chooses. (See rule 101.4.) Then the game once again checks for and resolves state-based actions until none are performed, then abilities that triggered during this process go on the stack. This process repeats until no new state-based actions are performed and no abilities trigger. Then the appropriate player gets priority.

My version is not all about combo-wheeling people to death. It's more of a Prison build, taxing people's mana to attack me while slowly draining their life. But now with this interaction, it may just go back in...
