Player 1 has one creature on the board, this is the only creature in play. Player 2 casts {fireblast} targeting said creature. Player 1 responds with {Redirect} and aims it at Player 2. Is this a legal play?

Yes. {Fireblast} can target a creature OR player
There is a ruling on {redirect} that says you can't change modes. Does this ruling not apply to the type of card {fireblast} is?

That ruling refers to modal spells. For example, you can't redirect a {Boros Charm} using the mode that gives double strike to deal 4 dmg to a player.
