{Glaring Spotlight}. Why isn't this in basically every commander deck ever? Anti Narset and Uril annoyances and worst case scenario {3} and swing for the fences. It and {Perilous Vault} are in like, all my commander decks.
I think people tend to forget it has a second ability.
"Oh the card that lets you target hexproof? Whatever, how often am I gonna need that?" *stops reading, throws card away*
3 days later...
"Man, I've got all these awesome creatures but this jerk and his {Doran the Seige Tower} deck has too many impenetrable blockers! I wish my deck had a way to get through them all, just for one swing..." (Not a single thought had about spotlight...)
Honestly, if it draws you a card then it would probably be 100x more popular. If it were the {Nihil Spellbomb} of Hexproof hoser cards then it would see play. But you can't cycle it, so it can be a sort of dead draw. It also doesn't let your opponents exploit your Hexproof loophole. I see the point though.
Yeah if it had cycling or "when it enters the battlefield, draw a card" or even "when is put into a graveyard from play, draw a card" it would get more love. But still, it's not a bad card.
Not at all. It's a good Meta card. If you're dealin with troublesome Narset or Hexproof decks. That being said, it's not an autoinclude because it does not cycle. If they could staple it to a Graveyard hate card like {Grafdigger's Cage} then we'd be talking.

It'd be the "screw that guys deck" card.
They answered our prayers. (http://mythicspoiler.com/c14/cards/arcanelighthouse.jpg)
While it doesn't draw a card, it is uncounterable and quite cheap. Also, the effect opens up answers for the whole table.
I played spotlight in my modern uwr control sideboard long ago. It was so unexpected. I {Path to Exile}d literally all the {Thrun, the Last Troll}s.
