Does opponent get to counter before ability or after?

Countering prevents it from resolving and entering the battlefield, so the ability will not trigger. If it was worded, "when cast..." Then the ability would trigger

same exact thing. {ranger of eos} has an "enter the battlefield" trigger that will only trigger when it resolves and enters the battlefield, barring a {torpor orb}. a card like {genesis hydra}'s ability or cascade from a {bloodbraid elf} will resolve regardless if the spell is countered or not.
