I'm thinking {Disperse}, more counters, {Dissolve} specifically and maybe {Perilous Vault}. Also {Polymorph's Jest} and {Aetherspouts}.

{vedalken shackles} is fun in mono blue but maybe not a great fit in this

It seems that way but spreading seas actually turns their land into an island which may be off color for them.  Seas is better

In my experience (playing against merfolk) spreading seas is a lot better. Also three mana counters aren't the way to go, like dissolve and stuff. {Mana Leak} and {Remand} are awesome. Remand a little more so because it lets you draw, and in a deck based on board presence that is crucial.

Yes but Spreasing seas will turn their {Celestial Collonade} into an island. It will also turn their {Mountain} or forest or plains or swamp into an island

This really depends on the context in which you play. In a multiplayer format, you'd rather have {Coat of Arms} simply because you have to deal 60 damage rather than 20, and while it is slower, it has a far greater damage output.

I hate {Coat of Arms} because as soon as it hits the table everybody has to cross reference creatures and break out dice. On top of that it's capable of helping your opponent, which can be bad (like if you happen to be playing slivers). I do prefer {Obelisk of Urd} because it's simple while still being effective.

It's a matter of taste for me. {Coat of Arms} is probably technically better. It's just how it works that makes me dislike it.
