I know this. Isn't a rules question which might be annoying to you all bu t what is a cheap starter deck is can build for my freind that just started mtg

B) If he can spend 25 bucks, there's things called "event decks" that come with a complete deck, that is already good (for a beginner) and comes with a few cards to customize it. It can even hold it's own in small tournaments- I highly reccomend a red green one if he's just starting.
Yea event decks are probable the highest power level you can get from pre-made decks.
Compare that to the duel decks and those are just underwhelming......still the duel decks do you have some gems in them and are also a good place for beginners.
Now if you want him to learn how to construct his own then have him get a deck-builders toolkit. It comes with 4 packs, another pack with a lot of commons and uncommons, and a bunch of basic lands to help beginning players.

I agree, but I recommend the duel decks on the basis of you want to be playing against him with a deck of equal power. If he Is playing a event deck, and you are playing Affinity, he won't learn much.
The best cheap way for a beginner is to modify an intro deck. Look at the jeskai (red blue white) one as the cards are all good to start with.
I personally hate the into decks but I suppose they are ok for new players.
Event deck is the way to go. Read the insert it will explain the deck and two ways to mod it. They are somewhat competive (won't stand up to an all rare deck).
New intro deck has a good portion of jeskai pieces
Event deck or clash pack, played a clash pack merged deck and it was decent

My first deck that actually held its own at a FNM was a modified M13 Intro Pack, the one that had exalted. {Sublime Archangel} is a fantastic magic card.
