Looks cool but sucks imo
A decent planeswalker, just because it can pump your hand and has low mana cost. It'll see some play in U/R delver.
I like it. Just like many of y'all have said U/R delver would work. Use him to draw and add fuel for both snapcaster and Lavamancer.

And cards such as {Faithless looting} and the new {Decolate lighthouse}
and etc etc. Feels like a build up for New Izzet. I like.
