Has a good match up against delver and u/b control as well as esper

I would Abandon white, it kinda complicates things, and only 2 cards use it..
Drop {revoke existence} for {steel sabotage}.
Drop {moorland haunt} for {buried ruin}.
Add {steel hellkite}
Add {disperse} for permanent control
Drop {porcelain legionnaire}
Find room for {dismember}
+1 {ratchet bomb}
possibly {turn to frog} for a sideboard?
Add {drowned catacomb} to mitigate life lost from {dismember} and from {surgical extraction}. I'd say no card is really bogging you down or not functional.
Maybe try {stitch drake} instead of the legionares keep the theme blue and if you want a big finisher {frost Titan} might work over wurm
