Can I declare a blocker, then use outlast and make that blocker gain the advantages of that outlast during this combat? If that makes sense...

You can't unfortunately. Since outlast works at sorcery speed, you can only activate the ability during one of your Main Phases

You can get the outlast ability at instant speed if you use something like {feat of resistance} to put the +1/+1 counter on said creature. All outlast cares about is if a +1/+1 counter exists, not where it came from.

Sorry, I wasn't clear in my post. I had not meant to imply that, by using other means, you were actually activating outlast at instant speed rather than just getting the effect. My bad.
