Does GAAIV make Sphinxs rev work for 2 more or no?

Yes, Augustin's abilities will effectively allow {X} to cost {2} less than whatever number you declare X to be.

For example, if you have a plains, an island, and 4 other lands (untapped), with Augustin on your battlefield, you would be able to cast your {Sphinx's Revalation} with X declared as 6, and be able to pay for it.
